About Dr. Elba Pacheco

Just as you would select a cardiologist to treat a heart problem, it would also make sense to choose a specialist to restore your eyelids and surrounding structures. An oculoplastic surgeon is the only surgeon whose expertise is focused exclusively on the intricacies of plastic and reconstructive surgery of the eyelids and their surrounds.
Dr. Elba Pacheco is proud to announce the opening of her new Center for Eye and Laser Surgery in Severna Park. The practice provides a highly-personalized and comfortable environment where patients can confidentially explore and discuss a broad range of treatment options from eyelid surgery to medical spa services. In our new location the same first class, personalized care is now offered in an elegant, comfortable and serene environment.
“My greatest satisfaction comes from giving patients back a younger version of themselves.” Dr. Pacheco is dedicated to restoring “the eyes of your youth” aesthetically and functionally. Her expertise ranges from highly specialized eyelid and brow surgery to the safest, noninvasive cosmetic and facial rejuvenation procedures, including: Thermage®, Botox®, dermal fillers, Fraxel® and CO2 laser skin resurfacing, photorejuvenation, chemical peels, and medical-grade skin care. Most recently, Dysport® has been added to her palette. Along with a warm bedside manner, her attention to detail and meticulous nature lend an artistic touch to her work.
Dr. Pacheco is one of the area’s preeminent oculoplastic surgeons, a specialist’s specialist to whom other doctors refer. Dr. Pacheco’s reconstructive patients are referred for the treatment of drooping eyelids, eyelid tumors, eye socket abnormalities, eye muscle misalignment, and blocked tear ducts. Surgery can correct many of these changes which interfere with the healthy functioning of the eye.
Oculoplastic surgeons achieve specialist status by completing up to two years of postgraduate study in addition to four years of ophthalmic surgical training. Dr. Pacheco’s precision and quality of care stem from world-class medical training and personal philosophy. She is certified by the American Board of Ophthalmology. After receiving her medical degree from Columbia University, she completed residency training in ophthalmology at the prestigious Bascom Palmer Eye Institute at the University of Miami. Further post-graduate study followed at Johns Hopkins University’s Wilmer Eye Institute with dual fellowships in Oculoplastic & Reconstructive Surgery and Pediatric Ophthalmology. Upon completion of her training in 1991, Dr. Pacheco was chosen to join the Hopkins faculty as an Assistant Professor at the Wilmer Institute. Her ongoing commitment to teaching at Hopkins continues to place Dr. Pacheco atop the latest research and technological developments in her field.
Dr. Elba Pacheco vividly remembers the “spark” that initiated her fascination with the eye. “When I was six years old, my parents bought me a series of Time Life books. The one that truly captured my interest was The Eye.” An interest in spacial arts and design shaped her decision to become an eye plastic surgeon.
In 1999, after 10 years on the full-time faculty of the Wilmer Institute teaching and honing her skills, Dr. Pacheco decided to found the Center for Eye and Laser Surgery and to continue her commitment to Johns Hopkins Hospital as a part-time faculty member. The practice has evolved into a first-class, intimate setting where patients open their eyes to the possibility of becoming a younger version of themselves.
